Operational planning and control of value networks: a paradigm shift?

Abstract : Nowadays operational planning and control is built on a combination of the MRP II framework, advocated by APICS, and Japanese manufacturing practices, such as Kanban. The latest addition to this framework is Advanced Planning and Scheduling (APS). APS systems incorporate optimization techniques from Operations Research. The underlying planning paradigm is so-called rolling scheduling. Rolling scheduling is the prime motivation for research on scheduling and planning based on mathematical programming and combinatorial optimization. In this presentation we discuss a generic multi-item multi-echelon planning problem, similar to the problem underlying the MRP II framework. We consider alternative models and control policies to generate the decisions to be executed over time. From a comparison of these alternatives we conjecture that the current rolling scheduling paradigm yields suboptimal decisions. We provide suggestions to remedy the deficiencies identified, such that currently available APS software can be employed.

Bio— Professor Ton G. de Kok graduated at the Rijksuniversiteit Leiden, The Netherlands, in Mathematics and Economics in 1981. After 4 years under the supervision of Prof. Henk C. Tijms he attained the doctorate (Ph.D. degree) in 1985 from the Free University of Amsterdam. Thereafter he joined the Centre for Quantitative Methods (CQM) of Philips Electronics in Eindhoven, The Netherlands as consultant in Operations Research. In 1990 he was appointed Manager Logistics Innovation of Philips Consumer Electronics. From 1991 till 1997 he was appointed part-time professor in Industrial Mathematics at Technische Universiteit Eindhoven. Since 1992 he is a full-time professor Operations Management at the same university. He has published over 60 articles in international scientific journals. He is Scientific Director of Beta, the Dutch research institute on Operations Management. He is the Director of the European Supply Chain Forum (ESCF). His main research areas are Supply Chain Management and Concurrent Engineering with emphasis on quantitative analysis.
